質問の内容 = 留学に伴い、家族と愛犬を連れて４月１日に行く予定です。英国は動物検疫制度が厳しいと聞いております。英国大使館から英文のコピーをもらいましたが、具体的ではなく、理解できませんでした。それ故、下記に質問いたしますので、折り返しＥ－ｍａｉｌで返信いただければ幸甚です。
Ｑ１．必要な予防注射(狂犬病、ジステンパー 等)の種類とその証明書の必要性、何日前に注射をすればよろしいか？
Ｑ２．Ｍｉｃｒｏｃｈｉｐ埋め込みの必要性とその種類は？
Ｑ３．英国の最初の到着地？、最終到着地(Ｇｌａｓｇｏｗ？)は、また隔離地における隔離期間とその要する費用、約何日後に愛犬を引き取れますか？
Ｑ４．一切の必要書類は？また書類がそろえば、輸送業者(日通など)にまかせてしまえばよろしいのでしょうか？

犬を日本から英国へ連れていく場合,日本を出国する際の輸出検疫,更に英国へ入国してからの英国政府による輸入検疫のあわせて２回,検疫を受けることになります。日本の動物検疫所として答えられるのは輸出検疫のみで,恐れ入りますが,英国到着後の犬の輸入検疫については,英国政府による検疫ですので,こちらとしては回答できる立場にはありませんのでご了承下さい。
参考までにこちらで入手している英国での条件は,以下のとおりですが,英国大使館ではっきりしない場合は直接,英国政府の動物検疫当局に確認して下さい。①英国政府による輸入のための許可書が必要。
②日本政府発行の健康証明書。
③検疫期間は６ヶ月間で,この間,２回狂犬病の予防注射をうける。
④輸送は貨物による輸送に限る。
②の健康証明書については,こちらで発行しますので,飛行機の予約が取れたら事前に連絡して下さい。また,平成１２年以降出国する犬については,日本国内で狂犬病の予防注射をうける必要はなくなりますが,平成１１年の年内に出国する犬については,狂犬病の予防注射をうけてから３０日以上経過し、１年以内の範囲にありませんと出国できませんので,ご注意下さい。
繰り返しになりますが,①のとうり英国政府の輸入許可が必要になりますので,英国大使館でわからない場合は,英国の動物検疫当局(tel:0181-330-4411, fax:0181-337-3640)に問い合わせすることになると思います。

Thank-you for your E-mail regarding quarantine reform.Dogs and cats coming from European Union and certain other countries areable to enter the UK without quarantine under the Pet Travel Schemepilot,provided they meet certain conditions.
The experience we gain from the pilot will help us to develop the mainscheme, which will start in April 2001. The main scheme will beextended toinclude rabies-free islands.We will be using the definition laid down by the Office InternationaldesEpizooties (the international veterinary organisation). Under thisdefinition, rabies must be absent from the island, and there must beappropriate an import policy to prevent the introduction of rabies, andadequate surveillance to identify rabies should a case arise.
Japan is one of the rabies-free islands that are under consideration forparticipation in the main scheme. For the time being any cat or dog brought from Japan to the UK willstill besubject to normal quarantine arrangements for six months.
I have forwarded to you in the post a quarantine pack that hopefullywillanswer your questions as regards to price of kennels etc.As regards to the quarantine procedure in Japan, it would be advisabletospeak to the veterinary authorities in Japan.

Thank-you for your E-mail regarding the Pet Travel Scheme.The Pet Travel Scheme pilot started on 28th February 2000. Petcats and dogs resident in the UK may visit one or more of thecountries below and return to the UK under the pilot schemewithout the need for quarantine. Pet cats and dogs that comefrom one of these countries and have been resident in any ofthem for the previous six months may also enter the UK under thepilot scheme if accompanied by the appropriate certification.
Andorra France Italy Norway Switzerland Austria Germany Liechtenstein Portugal Vatican Belgium Gibraltar Luxembourg San Marino Denmark Greece Monaco Spain Finland Iceland Netherlands Sweden
(Note:- France excludes French Overseas Departments and Territories, Norway excludes Svalbard, Portugal includes the Azores and Madeira and Spain includes the Canary Islands but excludes Ceuta and Melilla.)
Cats and dogs from Australia and New Zealand will not generally be eligible for the Pet Travel Scheme pilot, although they will be eligible when the full scheme starts in 2001. However, guide dogs and hearing dogs, subject to satisfying the eligibility requirements, will be allowed to enter the UK from Australia and New Zealand during the pilot scheme, if an airline is prepared to carry such dogs. Japan, as a rabies free island, will be under consideration for inclusion in the main scheme which starts in early April 2001.
We accept that there are no distinct health reasons to exclude rabies-free islands from the pilot scheme but there are operational ones. We are very much entering into unknown territory here, and we wish to keep the pilot limited in order to allow us to evaluate its effectiveness. Inevitably this has had to mean that some countries, and animals of some species, have had to be excluded. Unfortunately, animals from the rabies-free islands will, accordingly, be included in the full scheme and not the pilot. A further problem to be resolved is the question of how to address the welfare of animals in long distance travel.
We do understand your frustrations and those of others who wish to bring their pets from Japan. However, you will understand that importing pets is a new experience for us. We are anxious to learn from the pilot before extending the scheme further.
Unfortunately, I can only advise you as to the quarantine procedure in the UK. You will need to contact the relevant authorities in Japan as regards to the regulations over there.

一年後，２００１年３月末のやりとり．相変わらず検疫所で動物が半年待たなくてはならないこと，また感染症の検査を認められている検査機関がヨーロッパにしかないことなど，UKの検疫は大変厳しく，ほとんど身動きがとれないような状態が続いていることがわかる．

I 'm writing a letter to you regarding dog quarantine. One year ago, I asked several times about taking out of my dog from Japan to Scotland.
As a result, I 'm studying at University of Glasgow as full time postgraduate student without dog and my wife. I could not bring my dog and my wife with me. Therefore, my wife is still staying in Japan with my dog.
I would like to ask you about my dog. According to your e-mail of last April 12, 2000, your government will approve Japanese dog to U.K. from April 2001.
Is it true? If so, how can I do about procedure? I will return to Japan end of April 2001. Then, I will come back April 2002 with my wife and dog after 1 year.
If I studied in Scotland with my wife and dog, I donﾕt need to return to Japan. I 'm happy if you sent me your reply.

Thank you for your e-mail regarding the Pet Travel Scheme.
From 31 January 2001, the Pet Travel Scheme has been extended to allow cats and dogs from certain long haul (i.e. non European) countries including Japan to enter the UK under the Scheme.
Pets entering England under the Scheme must be accompanied by the following 3 documents:
an official PETS certificate on which the issuing vet makes declarations that the pet has been first micro chipped, then vaccinated against rabies, and then successfully blood tested.
This certificate must be issued by an accredited veterinarian in the qualifying country, and will not become valid until six months after the date of the blood sample which yielded the required test result.
The only laboratories that are currently recognised by MAFF for blood testing under the scheme are in Europe. Your vet will need to check on the sample submission procedures with their chosen laboratory. Further laboratories may of course be added as the scheme develops including any in Japan.
an official certificate to show the pet has been treated against ticks and a tapeworm between 24 and 48 hours before checking in for travel to the UK. This certificate can be issued by any vet licensed to practice in the country where the treatment takes place.
You will need to ensure that you are issued with an official certificate to show the treatment has been given - the certificate will need among other things to show the exact time and date of treatment. A private veterinary certificate is not acceptable.
Some countries chose to combine this certificate and the PETS certificate (detailed above). We suggest you check locally what the position is a declaration by the person bringing the pet to England declaring that it has not been outside any of the qualifying countries for the Scheme within the six months prior to departure. This is available from the PETS Scheme approved transport company used to carry the pet into the UK
You should be aware that once you have prepared your animal for the Scheme, there must not be a break in the specified rabies vaccination programme. If there is a break, a further blood test will be required and a further six month wait from the date of sampling before your pet can enter the UK.
We have given guidance to the Japanese veterinary authorities on the context of their official Pet Travel Scheme certificates. Once the content of the certificates are agreed with us it is up to the veterinary authorities to issue the certificates to local vets.
It is advisable that you bring all your pets documents (i.e. blood test result and rabies vaccination record etc) with you when you travel.
Finally, all animals entering the UK from a Long Haul Country such as Japan must travel on an approved carrier (transport company) operating on an approved route. As at 1.3.01, All Nippon Airways flying from Tokyo (Narita Airport) to London Heathrow is the only approved airline flying from a Long Haul country.
In addition, a pet coming by air from a Long Haul country must travel in a container bearing an official seal. The container itself must comply with IATA standards. The seal ensures that your pet is not exposed to the risk of infection during its journey. The seal must be applied by a government official and the seal number recorded on the tick and tapeworm treatment certificate. The Airline can help with this arrangement.
